I agree with you 100% about band sizes and what different stores carry.

 I’m really sorry for the teasing, especially at PE. My son has experienced the same, unfortunately.  I have asked him if he wanted me to speak up, but he says it would just make it worse. What do you think? 

Having been the school scapegoat when I was in school from the 2nd through 10th grade, I can attest to the problems of retribution. Not from gynecomastia, but from just general teasing and bullying. 

First and foremost, the school needs to be involved and stop the teasing up front. BUT, it also brings out more retribution for standing up. It becomes a vicious cycle.

The core of any help that I wish I had was support.  Give constant support, but also don't let things get fixated on the situation itself and run the show. Get his mind onto other things and new activities. Leading and teaching all sorts of different things is so important.   

Being 52 now and remembering the world in 1983 when the teasing hit its peak, the feelings have never gone away. Just boxed up and put into a dusty corner hoping that I forget. 

It finally stopped for me when I transferred to a diff. school. To whit I hope deeply you won't have to do.  
Support from friends and some kind of either education or awareness can help, but always let him know that the world will still go on and all will be fine.
