There are a number of blood tests that contribute to evaluating the blood's ability to clot -- you have not told us which tests were low.
In general, if there is a question about coagulation, a surgeon will defer elective surgery for fear of having excessive bleeding during the operation. It is better to get all blood parameters into the normal range before embarking on elective surgery -- surgery which can be done at any time. Why take chances??
