You appear to have a mild to moderate case of gynecomastia and since you have had it for a long time, it will not spontaneously disappear despite any diet or exercise.  The only recourse is surgery to target the excess tissue and remove it.

Search for a gynecomastia expert plastic surgeon in your area, or, if needed, consider traveling for some expertise.

so I have a question, no matter how much  I train will I never get to a point where I'll be able to see my pec muscles?

If you train and build up your pec muscles, it will simply push the excess tissues on your chest further outward.  Once breast tissue has developed, the only treatment is surgical removal.
