The single frontal view does not tell me if you do or not.  The distribution of hair on your upper torso tends to highlight your well developed Pectoral muscles.  But that is not Gynecomastia.   A lateral view might be more telling.

I would say yes.   Now the question is if it is a big deal.   Since I reached the age of almost 50 before surgery was reliable and safe, I never went there.   The last 30 years have seen male breast reduction become  very reliable in the proper hands.    Many of us live with the condition and it is not a big deal.  Others are almost obsessed by it and they cannot wait for surgery. In their haste, some use the services of surgeons who are not qualified and the results are not happy.  Consider your options carefully.
