can one minimize the effects of gynecomastia thru managing testosterone and estrogen levels thru exercise, nutrition, and supplementation?

- strength training frequently to increase testosterone levels
- good nutrition to aid recovery from workouts
- estrogen blocking supplements

Maybe.  You haven't really given enough information to comment.  If you're going through puberty, there's not much that you can do--your hormones are going to do what they are going to do, and certainly the things you've mentioned are a good idea (other than supplements, which are not appropriate in the pediatric population). Later in life, doing things to maintain healthy testosterone levels may hold off the development of gynecomastia.  In that period, again, it's tough to say anything definitive about supplement use, since these supplements are not drugs, and therefore, they haven't undergone rigorous testing.

Years ago I looked at estrogen and progesterone levels and receptor number and binding capacity in men with gynecomastia. To distill our published results which represent a highly complicated story
 you cannot via diet or medication regulate gynecomastia in the overwhelming majority of cases. There are some rare cases of testicular abnormalities ,pituitary abnormalities and adrenal irregularities that require a variety of medical and surgical treatments.
