At what point can you assume that if some cutaneous sensation that was lost post-op still hasn't returned, it probably never will?

Generally, nerve regeneration will continue for up to about 18 months, depending on the scenario.  Cutaneous sensibility is mostly what it will be by 6 months post-op, but additional recovery can occur beyond that.
