The surgeon did absolutely the right thing. Assuming you are not and have not been taking any type of steroid, pro-hormone, supplement, etc, then most likely what you are experiencing is the growth of scar tissue, which can occur at any time after surgery. And the proper approach would be to inject the scar tissue with cortisone-like drugs (Kenalog is excellent).
Kenalog works over a period of 6-8 weeks, so minimal change in the first week is totally acceptable.
Remember, if one operates for scar tissue, the result is healing with (you guessed it) more scar tissue.
Be patient and listen to your surgeon.
