Is there such thing as swelling (not like post op) caused by anthing but gland? Can swelling go down after puberty?

I have had surgery and my improvement is very minor. My surgeon gave me the bullshit answer when I questioned him on the results "It's hormonal swelling, should go down in a couple years"

Is he blowing smoke up my asss and trying to cover for a bad op or is he speaking truth? I know he's done many many gyne surgerys before.
