excision vs lipo

Hi Im considering surgery and am doing some research.  I understand that people who have lip only say that gyne isn't cured.  But my question is if anyone knows whether just excision will do the trick?
Has anyone had surgery in Dubai? Would be happy to hear about there experience.  Thank you.
