Fat and breast tissue, whats the difference?

Ok well my problem is i have an excess of fat/breast tissue under my nipples/lower chest.
In terms of feeling, whats the difference? What does breast tissue feel like/how can you tell if it's also fat?
The reason im thinking that it's mostly fat is because i also have an excess of fat on my lower abdomen area, but the excess seems to be just as high on my chest.

I have puffy nipples and a very small hard lump under my right nipple. Is it likely that it will look a LOT better if i drop body fat? And possibly get rid of most of the problem?
