is this gynecomastia or simply body fat?

I'm 17 years old, and have a bmi of 23% , when i hit around 13 or 14 i started gaining weight, but then lost some of it, my voice still cracks a lot, so i assume that i'm still going through puberty, i've noticed fat around my chest for a while now, and i was wondering if it is just fat, or gynecomastia, if it is gynecomastia, how can i get rid of it without surgery? or will it probably go away on its own very soon?

the contour says very light case of gyne and nothing to do with fat since you're pretty thin.  if you've had it this long it's probably not going away without surgery.  welcome and sorry to say it.
