Local or general anesthetic ?
Can gland excision be done under a local anesthetic? or is a general mandatory?

Either...
But each surgeon seem to have their preferred method.  It probably also depends on the severity of your case. I had it done under general.  Was a bit worried about it at first, but woke up afterwards feeling great!
