Age requirement for surgery in Ukraine? in Europe

I'm 16 and I really want to get gyno surgery, could someone tell me if there's an age requirement to get it?
please don't tell me to go and see a doctor there because I'm currently living in the US, and I just need to know if I can get it there, my normal doctor here says he doesn't know.
