Does soreness, time from time, or a sort of slight "jolting" or "pulsating" pain in the chest tissue area indicate that it's still growing, or could it just be doing that without growing?

I believe that means that it could be growing or perhaps shrinking.

Soreness and tenderness can be Symptoms of Gynecomastia.  Gland under hormonal stimulation can be tender, itchy, sore, and uncomfortable as the gland expands.  These symptoms can also be a product of trauma, infection, healing, and other medical conditions.
