Also I've been to my doctor and he advised me it is not gynecomastia. So I'm unsure if maybe its pseudo gynecomastia or what. Any suggestions would be helpful

Looks like gyno to me.  Your chest really doesn't look fat, but the nipples are puffy.  Surgery is the only option.

I wish I had your problem. Yes you have puffy nipples but you do not have breasts like me and many others do. I suppose you could have work done on your nips but you do not have much of a problem....IMO.

its mild case of gyne. Youd benefit from surgery if you wanted to go down that route. Just remember its a fairly long process and costs a lot of money. For me personally i found it beneficial but thats just me!

Id reccomend you shave your chest, i always think a hairy chest makes it looks worse

It is gyne, for me I mean... It looks like gland beneath your nipples. Can you feel some hard tissue under your nips ?
In your case, surgery seems a good solution to me.

Looks like classic gynecomastia, but a mild case.  You appear to be pretty thin, but you may need a combination of lipo and tissue excision.  If it bothers you, consider booking a consultation with a board-certified plastic surgeon in your area.
