It certainly looks like it.
The reason why the gym didn't help is because it's not only fat, there is some gland as well.
If you had it for a long time, surgery is probably the only way to get rid of it.

Your profile photos is particularly revealing.  Yes, you do have gynecomastia.  Were you once significantly heavier??

First off thank you both for the reply. I've always wondered but finaly i became fed up with it after the gym had to effect. Yes i was very heavy throughout my life till the the last 1.5years my max weight being 240 now down to 163 i though maybe its because of all the weight, but after some time not seeing improvement i had to get answers, so thank you both. Although not much i can do right now since im a deployed soldier i do plan to get surgery when i come back for post deployment leave and was wondering about the surgery a little bit?

Congratulations on your weight loss.

Once you have returned to the States, you should consult with a gyne specialist.  Having been heavy previously, you will predictably have some stretched out skin as well as residual, concentrated breast tissue located on a lower position on your chest.  All of these things would have to be addressed appropriately.

Until then, you can create a better contour by wearing a snug compression garment if possible.

Yup, you have gynecomastia. Ptosis (droopy chest) stretched nipples from once being larger probably fatter. Work on the fat/droping weight, then seek advice.. Persue if you wish, don't worry about what others think.. It's all about YOU!
