which lipo method/technique for gyne is best?
for contouring chest after gland only excision..

has any surgeon done it with local anesthesia?

Generally speaking, the liposuction method with which the surgeon is most familiar is usually the most effective.  In other words, the technology or the apparatus used is less important than the technique of the operator.  Some surgeons swear by VASER, power-assisted, laser-assisted, or whatever, but the skill of the surgeon, whatever the device, is the most significant factor.

I used to do the majority of my gynecomastia procedures under local anesthesia with intravenous sedation, as this provided cost-savings in the past.  I no longer have access to the facility where I used this approach, and where I currently work, there is no benefit to being awake versus being asleep, other than patient preference.  I do not do primary corrections under straight local anesthesia, but I will do "touch-up" procedures in the office under local.
