What's your age, how tall are you and what's your body fat percentage? 

If I were you I wouldn't consider the surgery.  Depending on your age and body fat percentage, hitting the weights may get you the look you want (depending on what that is).

34yo 194lbs not sure about body fat% but I can grab a good chunk on my belly. I would say 15% as a guess

Fitness.  Then once fit, reevaluate.

at 6'2" and 194 lbs, you are quite fit.  Losing an additional 5 lbs or so probably won't make a substantial difference in your chest.

You do have a mild amount of gyne -- but if it bothers you, then the only real treatment would be surgery.  Best to visit a gyne specialist in your area.

In your case fitness is enough but don't waste money on surgery procedure because you don't have that much of sever condition.
