I have had gynecomastia since puberty. I have the typical lumps under each nipple. In addition, I have a string of matted lumps on each breast that is connected to the lump under the nipple and extends all the way up to each shoulder. My question is, what is this and can surgery correct this as well?

You should really seek the opinion of an experienced gyne surgeon, who will do a physical exam and be better able to answer your question.

Bear in mind that gyne surgery is meant to re-contour the chest and remove excess tissue. It is not designed to remove questionable lumps.  Indeed, those lumps may be breast tissue, firm fat or perhaps even lymph nodes.

You don't go around asking other people to feel your chest for lumps, do you?  What is important, again, is the post-op contour.
