I am just turned 18, 5'11"  and 165 lbs.  I am slightly muscular but I have gyne I believe which really busts my confidence.  Who should I see about this?  Can this be reversed through hormone treatment or do I have to have surgery?  Any encouragement or thoughts are appreciated.

Surgery costs vary widely. I've heard of some who've gotten it done for less than 1000 bucks, and I've heard of people who've paid more thain 8000. I wouldn't be very confident going into an 800 dollar procedure. You should have a talk with  Dr. Bermant. He is a user of the site, and the best gyno surgeon in the US. You're slim and it looks like your case is pretty severe. After three years, I wouldn't bet money that it's going away on it's own. I'd start looking into surgery if you have some extra dough.

Well, your insecurities are real.

However, most girls wouldn't care about your chest in its current condition.

In my opinion you should probably see an endocrinologist and or a surgeon.

You're 18 now.

Get it fixed now while you're young.  I wish I had.
