First, check out the American Society of Plastic Surgeons.  Look for a board certified plastic surgeon in your city or nearby.  Then, if possible, try to find a surgeon who has demonstrated considerable interest and experience in treatment of gynecomastia, which is a type of mini specialty within plastic surgery.  Look at their websites and see if there are a fair number of before and after gynecomastia photos.  Consider traveling to consult with one or more of the experts who post frequently on this forum.  And finally, if possible, visit more than one surgeon so that you can have several opinions.

Good luck!

Not sure if Canada has its own society of plastic surgeons, but there are a lot of Canadian corresponding members of the American Society of Plastic Surgeons.  You could start looking there.
