Gyne is the enlargement of the gland, if the breast gland is removed then they can't be re-enlarged because you have no glands. In other words no lol

If I tiny bit of gland is left to support the nipple then it shouldn't grow back unless your hormones are crazy or if you take certain supplements or steroids.

The gland is not removed entirelly, for what doctors tell here if the gland is removed properlly on the surgery and there are no hormonal imbalances going on is very unlikelly that the gland will grow again.

Surgery is typically effective and for the overwhelming majority of patients the answer is no.
