Can scar tissue be sore?

My chest was completely flat post-op and ever since about the three month period when I was told to begin firmly massaging I've found both sides to become a fair bit more sensitive/painful to the touch. Albeit, only initially when I start massaging. There is no tenderness after a little bit.

On the left side in particular I can see and feel quite a large amount of scar tissue. The right has less. Both are still puffier than the weeks post-op and moreso than I would like.

So:

1. Does this still just sound like scar tissue? I am worried it may have come back in which case I'd take a SERM or AI to fix that

2. Is there any merit in getting a shot of cortisone to reduce scar tissue? I read several members on here getting that done.

But yes, scar tissue can be sore and at least for me varies from day to day.
