I used to weigh 210lbs, down to 170 now. Still need to loose another 30 or so but I feel my chest hasn't gotten much if any better. I am working out my chest with a bench press as well hoping it would help.

Looks like you've got a fair amount of gland, combined with fat.

congrats on the weight loss, i'm in a similar situation as you, i went from 187 lbs to 132lbs but the the MB's were still there.. mine sags like you which makes it worse, but mine is not as severe.. i've been hitting the gym lately in hopes that i can get my pecs up a bit, only time will tell, goodluck man

While fatty or glandular tissue may dominate to some extent; Most Gynecomastia consists of both. The only way to know for sure is to ask your surgeon when the procedure is finished.
