Is it just fat or should i consider surgery. Thanks

You appear to have puffy nipples, which is indicative of gland beneath the areola.  You are also a bit overweight -- so you might consider a six month campaign of diet and exercise.  Document it with before photos taken by another person -- and then take additional photos six months later in order to appreciate the difference.

Gyne does not have to feel firm in order to be gyne.

Once you have lost some weight, you will have an idea of whether you can live with it -- or might consider surgery.  In the meantime, you can improve your appearance by wearing any one of many chest compression garments commercially available.

That's a mild case of gyne.

Personally, i'd work out a bit, but that's just me.. And gyne gland can feel soft or hard.

If it bothers you then get the surgery, its all about how it affects YOU.
