Do both.  However, if your excess tissue is till on your chest for two or more years, then it will likely remain.  And then your only recourse, if you wish to treat it, would be surgery.  Do not spend your money on pills, creams, massage, injections, etc or any other "quick fix" on the internet -- it will only make your wallet thinner.

I would first try to lose some weight and do chest exercises 3x a week. See what happens
Get a gym membership. Do bench press, incline dbell fly, pushups, standing straight kinesis fly, chest press machine, one side at a time, to better isolate the muscles.
Just that work out will only run you about 45 min at most.
