I haven't worked out since I was 16 and I'm a bit overweight. I just started hitting the gym...

Could be either. Can you feel a little bit of tissue there that feels harder than the fat elsewhere on your body? If so, it's gyne.

It's hard to tell.. maybe a little tissue, but not really behind the nipples.. I have a harder tissues a bit further up on my chest which could be muscle?

My diet and activity level has been horrible the past 8 years... would cardio/weight training/diet be a good starting point?

cardio is the way to go. Lose some weight first and if moobs are still a problem.. you know what to do

Should I do any weight training or just cardio? This week I started doing 30 minutes daily on the elyptical machine and adjusting to a lower calorie/organic (no estrogen/hormone infested products) diet. Any critiques to this course of action?

You burn a lot of fat weight lifting. and build muscle  cardio will only lose the fat you want some muscle tone too so combo the 2
