Is it normal to still feel fatigued and not quite 100% 3 weeks after surgery?

Yes, you would not expect to be 100% but there is a lot of variability here

Yes, but these feelings should be wearing off by now. You need to get yourself mobilized. Get back to exercise and make sure you are eating good protein and keeping hydrated. Of course check with your surgeon first.
