Surgery waits, but do I need it ???

Hi!

Sorry about my Bad English, but I hope that you`ll understand what I mean.
I went to see a doctor, beacuse I`ve got big breasts. She told my that "Yes you
have gynecomastia, but also large breast muscles" She put me to surgery line to
wait for an operation. It`s free in my homeland. About 4 months waiting before surgery.
But...
Then I went to X-ray and the doctor said that there`s very minimal amount of breast tissue
and it`s mostly muscles. (You can see my photos on the photo discussion board)
So what can I do now? I`m on the waiting line for the surgery, but I don`t know does it help
me at all and will I only get big scars to my chest for nothing...
I have big breasts, but it was very surprising to me that there`s just minimal amount of tissue.
Can you help me? Is it worth to do the surgery? I don`t loose any money, but are the results worth the risk...No one can tell that, but please I`d like to hear your opinions!

Just a little fat. I think everyone has a little fat.
I`m hesitating, because there are always risks in anaesthesia and surgery in general.
I would not hesitate if I could be sure that the surgery makes my breasts smaller, but like
I wrote the doctor said "just minimal amount of tissue" But still very large breasts
