Reviving old topics

Several times recently I have seen topics with no activity for several years which have been revived by a new member with his first post. Can this be blocked?

I'm glad the old topics are available for reference but the parties are often no longer here.  If a person has a genuine interest is would be better to start a new topic than to revive one that died several years ago.
