after posting picture I consulted a surgeon here in India he says I do not have any breast tissue
so how do I make it totally flat
as it is flat but only when I sit it sags

It's difficult to say from your photos whether or not you have a mild case of gynecomastia, resulting in "puffy nipples," but if you experience that, then surgical correction can help to achieve a flatter contour to the chest.  Surgeons who deal with gynecomastia frequently see patients with minimal tissue, who are still bothered by nipple puffiness, and surgical correction fixes the problem.  The key is to see an experienced surgeon who deals with these mild cases, so that the procedure is done correctly with the least likelihood of developing a problem afterwards.
