I'm not sure if I have a mild case of gyno or not. I've worked on dropping my body fat and having a clean diet for a while now and I can't seem to lose that extra chest fat. I've dropped my body fat percentage to 13% and have had no luck with the chest fat decreasing in size. I'm only 17 so I'm trying to catch things as soon as possible before it develops into something bigger. I have noticed on my older brother who's in his mid 20's, his chest is a lot bigger and his nipples are a lot perky and puffy.

Likely a mild case, though you don't have much to worry about just yet.

Mild case if at all.  Try losing a few pounds and then look again at your chest.
