I don't want surgery. Is a bra a good idea, I don't think it would make much of a difference because they are so small.

If you don’t think it would make much of a difference than I think ya got your answer lol. Size isn’t always the question it’s comfort. Do they hurt, do they annoy you if they move around bounce or jiggle. They are lifted off the chest a little but I wouldn’t think twice if I saw ya at the beach or pool the chest wouldn’t catch my eye as anything other than a usual fleshier guys chest. 
Women may wear a bra with a chest this small because well they are women. Trained to wear a bra regardless and thought to need on regardless for shape modesty confidence etc. their breasts flat or busty are sexualized at all sizes……ours, not really lol. I think you’d be fine without one. If it isn’t giving you any issues why create one. If it is giving you issues give it a try and see what ya think.

I used to do jogging but I don't anymore because the bouncing in my chest feels uncomfortable. I am not sure if a sports bra will help minimize bouncing at all.

A sports bra should significantly help for jogging.  I don't think you need a bra for every day, but looks as if you might have problems with your nipples showing through your tops.  Stick-on reusable nipple petals can take care of that; silicon are the best

You are at where I was about a year ago. 

Your personal tolerance is your guide. 

you could wear a sports bra, compression shirt, vest, or even a cami w/ a built in shelf bra. 
personal choice. 

If you go with a sports bra keep in mind several things. 

1: Most come with padding that can be removed. look for a slit opening on the inside of each cup. 
2: Tight shirts like Polos with spandex (read the material label) will cause conformation around the breast shape. This will cause protrusion.
3: Dont go too small or too large. Figure your band size first and then realize that men's chests are wider allowing more tissue that doesn't cause advent protrusion in of itself. 
4: If you go with a bra, a very tight band will cause alot of discomfort and moreover can compress the chest causing pain. 
5: Get a fitting if need be. Find out your actual cup size. 

If you go with any other means like a compression vest or shirt be prepared for 'squishing" of tissue that over a few hours becomes very noticeable and uncomfortable. 

With all that said, my personal experience here that I pass along is this point: 

Because I do alot of active things, a padded bra protects the nipples and the breasts themselves from the cold. (VERY painful!) This includes auto mechanics, archery, target shooting, yard work, hiking, and even photography I need the bras because a heavy camera on straps banging the boobs is NOT a fun situation. 

These things are an extension of the body. DO NOT let people, society or other influences cause you to hide them, batter them around or mutilate them. 

This is how God made you.   Take care of them.

Trying a bra is the best way to tell how you would like it or how much you feel it helps.

But, the right bra and fit is critical to get a correct assessment. Ideally, you would have an in store fitting to achieve that as your own trial and error is likely going to have more failures than success. Advice from this forum can only point you vaguely in the right direction. I know it takes a bit of gumption to go in for a fitting, but it will by far give the best results and you may be glad  you did.
If the bra fits, wear it.

If you are at the stage that jogging is being cancelled I would highly encourage at least a sports bra. Hi CFDerae,
you have noticeable breasts and should try a sports bra. If you like it, you might try a regular bra too. It provides support and the nipples are not so prominent. Starting in late fall is a good idea, as you can easily hide the bra. Until spring you're accustomed to it.

The short answer is, even if they are still fairly small, if you are having discomfort from activities like jogging, you need to at least try out a bra.  I was having discomfort from mountain biking and even hitting bumps in my car.  I borrowed one of my wife's underwires and went biking to see if it helped.  It felt so good I was hitting bumps on purpose and never looked back.

As mentioned above, an inexpensive sports bra will make a world of difference.  Sizing is by chest measurement so you don't need to worry about cup size at this point so you don't need a fitting to get started.  I have been wearing pullover type leisure and sports bras for about 6 years.  They do not lift and shape like an underwire but they keep things from moving around and they will actually make your breasts less noticeable by smoothing them out.  Once you get to a C cup, which I have, you need to look at big girl bras but you aren't there yet.

Browsing the bra department in stores may take a while to work up to.  Many of the guys here order from herroom.com and I have ordered directly from Hanes.  Herroom.com has lots of male customers and they don't care if you aren't a girl.

That said, I would encourage you to try different bra styles but these are a good starting point.  Welcome to the group.  Ask questions.  We have all been there.

Yes i too order all my bras from herrom. the sports bras fit great and most of mine are hanses. I like the g796 and g795 the best

I find that it is much easier to step into the pullover bras and pull them up. My male shoulders are too big to get them on over my head.

Lol 😆  sorry. I have the opposite issue. My hips are too broad and my boots is a bit too rounded out  to step into a pull over. I've tried. I ended up stretching it out. The only pull over bras that I wear are my sleep/leisure bras.
