Kenalog shots and possible sideeffects due to some circumstances

As i am not sure if i have scar tissue anymore or if that is onyl the remaining gland and my doctor tells me its only gland i have a problem. I think he is just being cheap,and doesnt want to spend kenalog shots on me. I think i still have scar tissue because my gland was never this hard.

So this is the question - if i insists and he finally gives me, at least a minimal dosage of kenalog, and it turns out i dont have any scar tissue can the kenalog do any damage or cause some unwanted side-effects?
