it looks look gyne but i'm not so sure.

I am thinking more gyne then psuedo. 

When you raise your arms does it completely go away?   

I think most of my "problem" is muscle under and weight.  So when I raise my arms up it is gone.  So the muscles then are simply not there and all looks fine.

Im gonna have to go with gyne. You have some clear muscle definition in the pecs with the almost "cone" of boob under the nipples, if it was fat I dont think it would be so perky.

Pseudogynecomastia is a poor ambiguous term that really has little value as I point out on that page.  If you check out the Anatomy of Gynecomastia, you will see that the contour comes from both fat and gland.  How much gland varies from patient to patient.  When fat is a significant component, weight loss may be of value.  However, you cannot target where fat comes from during weight loss.
