Do I have gynecomastia or pseudogynecomastia?

It does appear that you do have gynecomastia, particularly on the 3/4 view.  If you have had it for two years, then it is unlikely to disappear spontaneously.  If you think you can work it off by increasing your exercise and watching your diet, then do so -- give it a year and then take another look.  You will likely be disappointed.

Surgery, on the other hand, can specifically target the excess tissues and remove them.  If you opt for surgery, then take your time and choose a surgeon who is expert in this procedure, even it means traveling for such expertise.

A component of the tissue in your breast is fat or adipose tissue while a component is glandular or breast tissue. Based on your photos I suspect the majority of what you have is glandular tissue which will not improve with exercise.
