Looking for Local Anesthesia Surgery under $2k in NC or Surrounding States

Anyone know somewhere I can get Gynecomastia Surgery under local anesthesia for under 2k in North Carolina or the surrounding states (Georgia, Virginia, South Carolina)? I've been looking and consulting but it's so elusive.

Not looking to be dissuaded. I don't have much money and am sorta at the end of my psychological rope being unable to follow through with romantic interest due to physical insecurity. So if you're looking to tell me the counterindication of local anesthesia or paying so little, please keep trucking and don't bother.

I dont think I have ever seen a price so low for the US, you will need to travel abroad most likely, in Canada Dr. Fielding is around that price, Poland, Russia, India. 
Good plastic surgeons can be had in lots of places the issue is finding them and separating out the hacks since you dont live there.
