I would say go for it.  I looked exactly the same as you do in your pictures at 16 years old.  I finally gave in and had the surgery right before I was 17 and my insurance even paid for it.  Take a look at this post for my current pictures taken several months ago...

You should pm with more details, what did you do to get it on your insurance? Im on medicaid so I highly doubt I'll get it. how much did it cost?

They can come back because surgeons almost always leave some gland so it doesn't crater and I think also for circulation to the nipple.  If you have a hormone imbalance, they will stimulate what's left of your mammary glands into growing again.  I have heard of bodybuilders who have the whole gland removed (mastectomy) so that, if they take steroids, there will be no gland to grow back.
