One more thing, I would suggest you try your local plastic surgery center...for guys with low bf with puffy nipples only, the surgery is not that complicated. My place let me use my $75 consultation fee towards my surgery.
You say you have $1500 in cash...my place let me make my surgery appointment with half down payment. If you are a student, go to citicards.com and sign up for the Platinum Select Student card. They start you off with a $1000 credit limit, no interest for 6 months, and try to save up a little bit more money in the meantime while your card arrives (2-3weeks).
