Yes, to an extent.  Women don't wear compression garments on their bellies after delivery (well, maybe some do) and their skin contracts pretty well.

Will you be able to fill out the extra skin with muscle?  Or will it always be loose?

skin should contour to body. Older people may have problems but young healthy people for the most part should not.
