My gynecomastia age 16

I've had it for 5 years now and am completely fed up of it. Im of healthy bmi and weight. I can't wear t-shirts in public and have to wear thick hoodies.  Even then it is still visable. From what I've read on the internet, it will go away, but i can bet any amount of money thats not going to happen. Not after 5 years of it...

Do you think i could get surgery on the NHS? (Im in the UK by the way). How do i talk to my parents about it? It has never been mentioned before and they've never said anything about it (probably to avoid embarrasment).
