Three months has passed since my consultation and as I recall, my surgeon said that we're doing the surgery under local anesthesia and that I don't need any liposuction. I've since then read a lot of threads here and all the surgeons seem to agree that liposuction is necessary for a good result, even for patients who have never been overweight? So, should I trust my surgeon, or demand lipo?

I lost $500 because my original surgeon said liposuction only.
You need to do both. Change your surgeon.

You will likely require both lipo and excision.  Find a surgeon who is willing to use both methods in doing your surgery.

I would also avoid local anesthetic for the surgery -- it can be quite painful.  Sedation anesthesia is far more preferable.
