Hello i am 20 years old 176 lbs and I would like to know if this is gynecomastia or just fat and a undeveloped chest? I was pretty chubby as a kid until I was about 16 then as puberty kicked in more I began to slim a bit. I'll post a picture, I need a second opinion.

It looks like gyne. You can call a plastic surgeon and get a free phone consultation. They'll have you send pics and then discuss options for you.

Based on this photo alone, I would have to say I do not see a problem. I see only a photo of a young man where the lighting has intentionally been used to exaggerate the breasts. The jawline appears normal, but look at the shadow.....

Try a picture in more neutral lighting.

Sorry, I have to disagree with Hammer and Paa_Paw on this one.

Look at the camera -- it is being held in front of the chest.  The flash is at the chest level. 

You do have mild gyne.  Recommended first step is to consult with a gyne expert for complete evaluation of your chest and any recommendations.
