prolactin levels still high after 3 years

when i first developed gyno after taking winstrol for only a week my prolactin level was 19.1 which is slightly over the limit.after 3 months i had tests again and my prolactin level was 6.5 which is completely normal..since then i had my glands removed on 2012 but the pain and tenderness never went away,so a doctor here(i dont remember his name) told me that there could be some hormone imbalance still going on..yesterday i got the results and my prolactin level was 23.2.i started taking dostinex and nolvadex today and my question is this..is it clear that it is prolactin gyno cause i never had any lactation from the nipples and if yes can medication reduce it after all this time it was left untreated or at least reduce the pain and tenderness??thanks in advance
