Yes.
For our purposes, breast enlargement is all the same.  There is no point in trying to label Gynecomastia as being glandular or fat since there is usually both and you will only know for sure when and if the surgery is done. 
The conditions is shared by about 1/3 of all men.  That means that while it is embarrassing, it is not abnormal.

You appear to have a mild case of gynecomastia.  In the 2 photos you don't appear to be overweight.  True breast tissue, particularly in a young man with little body fat, can usually be easily palpated as firm tissue.  Sometimes it's pretty distinct and you can get your fingers easily around the firm mass.
