i will agree with what has already been said, and then I will add, The condition is usually self diagnosed.  If you want to call that Gynecomastia, I guess you can.  but I think it would be splitting hairs. 
I will agree with the hammer man,  there are lots of guys who wish they could look that good after their surgery.
