I was referred to a endocrinologist by primary care because one breast has been growing. He did some hormone tests and said that they were off but because of my age and other health issues he didn't want to do anything.  My estrogen is 85 pg/ml . Testosterone was 399 ng/dl . I did did a bit of internet research and I kinda think I should've been doing something? Should I seek out a second opinion.

Let me restate my results completely 
Prolactin 12.9 ng/ml
Estrogen 85pg/ml
Free testosterone 8.3pg/ml
Testosterone 399 ng/dl
Thyroid stim 1.1 uIU/ ml
Cortisol am 11.4ug/dl

These are issues for an endocrinologist to properly evaluate.  A second opinon is alway a good ideal if you are not confident in your care. Good luck.
