From the photo, it just looks like you are carrying a tiny bit of extra fat on your chest (some men are just more prone to this than others). On the other hand, if you can feel that you have gritty or fibrous tissue behind or to the side of your nipples (which is distinct from fat), you may have a very minor case of gyne.
My body is sort of similar to yours. I was very overweight as a teenager, then I slimmed down dramatically in my twenties (my friends now don't believe I was ever overweight - I have to show them pictures!). Most recently (in the last year or so), I've been on a low-carb, high protein diet and, combined with a lot of exercise (weights and cardio), I look much better. But I'm still considering surgery because I can feel enlarged glands and have a bit of stubborn fat on my chest that just won't budge.
PS EDIT: I didn't mean to suggest that you're overweight or anything, you certainly don't look it! I just mean that if your body fat % were a little lower, you probably wouldn't notice anything wrong with your chest (assuming no enlarged glands of course).
