IMO, its a slight gyno (looks like it is behind the nipple). You are in good shape/good weight, so its hard to be fat only. But post more pics (front, relaxed etc) to get more answers from other members as well and maybe a doctors opinion.
Avoid surgery for such a slight gyno that it might not been seen in most cases. Of course, if you feel uncomfort with your chest then you must find a proper surgeon for your case.

Yes it seems you do have, but slightly. Around nipples is conical that states gynecomastia and it appears more puffed. Due to you have athletic body it seems less though. If you feel uncomfortable about it, search a gyne specialist. In your case it must cost less and be less painful than others, like me (done it before 13 days, was size 3a). But if you are OK and Noone tells you anything and you feel much comfortable don't put your hand in your wallet..  if I was you, I wouldn't mind or I shouldn't have ever notice it, but we all Find something to ourselves to bother us
