It appears you have some extra weight in your chest and lower abdomen. Have you tried losing 5-10 lbs to see if your chest flattens at all?

It's not clear from the pics if you have any extra breast tissue. Your nipples look like a normal size to me and don't have much of a puffy look, if at all. Are you able to feel any harder tissue under your nipples or elsewhere in your chest?

I agree.  You don't look too bad.  A little overweight in the chest and belly area.  This may look a lot better with weight loss. Hard to tell from the photo quality.
